Born in Fall River, Massachusetts, to Allen Abraham Soper and Belle (Plotkin) Soper, Robert grew up in Worcester, Massachusetts. He graduated from Commerce High School before earning an Associate of Arts degree from Worcester Junior College. He went on to receive a Bachelor of Science in Business Administration from Bowling Green State University and a Master of Business Administration in Personnel and Human Relations from Michigan State University. He also served in the United States Army Reserve.

Robert (known by many as Bob) began his professional career with the City of Detroit Civil Service Commission. He later joined the United States Office of Personnel Management, where he served with distinction as part of the OPM Investigative Services until his retirement. In his later years, he remained active in public service through the National Active and Retired Federal Employees Association, serving as President of the Livonia Chapter for the past nine years.

Robert found great joy in traveling and spending time with his wife, children, and grandchildren. He had a passion for sports—especially teams from Detroit and Boston—and enjoyed classical music and staying connected with his extended family.

He will be remembered for the kindness, support and humor he shared so generously with those around him.
